A country with high HDI offers good healthcare, education, and economic opportunities.

Development means improving people's quality of life, including better healthcare, education, and income. If life expectancy declines, it means people are dying earlier, which is not a sign of development. A country with poor healthcare and unhealthy living conditions will have a low life expectancy.
